Enhancing Capacities for Sustainable University-Community Engagement

Universities play an essential role in shaping society through their three core missions: teaching, research, and community engagement. Beyond educating the next generation of leaders and generating new knowledge, universities are expected to engage meaningfully with their communities. This engagement helps address pressing social issues and contributes to the overall development of society. Through community engagement, universities foster social responsibility, deepen student learning, and create opportunities for shared problem-solving between academic institutions and the wider community.

Community engagement, as the third mission of the university, is designed to strengthen the link between academic knowledge and societal needs. It provides a platform for students and staff to apply their skills and research to real-world challenges. To make these efforts effective, clear university policies and guidelines are required to ensure that community service initiatives are intentional, sustainable, and mutually beneficial. Such frameworks help align academic activities with community priorities while promoting ethical and impactful partnerships.

In this regard, universities in Georgia and Sierra Leone formed a consortium to undertake a project titled: Enhancing Capacities for Sustainable University-Community Engagement, funded by the European Union. This initiative aims to build the capacities of higher education institutions to engage more effectively with their local communities and to strengthen their societal impact. By sharing experiences and learning from one another, the participating universities are working to redefine the role of higher education as an active contributor to national and global development goals.

University-community engagement is increasingly recognized as a transformative dimension of higher education. It anchors universities more firmly in their civic and societal missions, ensuring that they serve as engines of social change and inclusive development. However, despite its growing global recognition, community engagement remains marginalised in many institutions, often considered secondary to research and teaching. This project seeks to address that gap by institutionalising engagement as a central pillar of university practice.

One of the key deliverables of this project is the development of the Community Engagement in Higher Education Manual. This comprehensive resource provides practical guidance, frameworks, and best practices to support meaningful engagement between universities and their communities.
